Delaware State University President Tony Allen has been charged with drunken driving, according to court records obtained by Delaware Online/The News Journal.
The incident, according to the court records, occurred in July while the 55-year-old was driving a personal vehicle on Route 1. His blood alcohol level was at 0.128% — about 1.5 times over Delaware’s legal limit of 0.08, court records show.
A Delaware State spokesperson said the president had no comment at this time, adding that he “wants to respect and cooperate with the legal process.”
Allen, who started his career as a speechwriter for then-U.S. Sen. Joe Biden, joined DSU in 2017 as executive vice president and provost. He was named the university’s president in 2020.
In 2021, he was appointed to the President’s Board of Advisors on Historically Black Colleges and Universities as chair, a role in which he served until this year, according to DSU’s website.

Allen was pulled over about 12:30 a.m. on July 21 on Route 1 and Exit 114, south of Smyrna, according to court documents.
He was driving a 2025 Rivian R1S, his personal vehicle.

In addition to being charged with driving under the influence of alcohol, court records say Allen also faces a charge of failure to remain in a single lane.
After being charged, court records say he was released on his one recognizance. He is scheduled to be arraigned on Sept. 11.
