PEOPLE reached out to the SPD and MSP for comment on Saturday, Nov. 22, but did not receive an immediate response.
On Saturday, friends of the teen gathered to lay flowers and remember him, according to CBS News.
“I can’t believe he’s already gone. He was only 13. Nothing like that should ever happen to a 13-year-old, never in the world,” Georgie Travis, a friend of the victim, said while speaking to the outlet.
“He was a great kid. He had so much potential. It’s actually tragic that he’s gone,” said another boy. “He loved doing tricks on his bike and hanging out with his friends. He just loved being outside and being active.”
Vasily Gatov, a neighbor who said he lives in front of the crash site, called the incident “devastating” while speaking to NBC 10.
“That was devastating for everybody,” he said. “I understand … the family of the kid is completely devastated, but I mean everybody else, the whole street was here out and everybody was shaking.”
