The Katsina State Executive Council has approved N19,898,400,000 for the procurement and installation of 20.1MWp of solar photovoltaic capacity with 10.1MWh battery energy storage systems across 11 key public facilities, alongside an additional 10MWp solar plant at Lambar Rimi.
The landmark decision followed a presentation by the Special Adviser to Governor Dikko Umaru Radda on Power and Energy, Dr. Hafiz Ibrahim Ahmed, during the 11th council meeting on Wednesday.
The proposal, developed with input from the Committee on Alternative Sources of Energy, reflects the administration’s strategy to expand renewable energy, reduce dependence on fossil fuels, ease pressure on the national grid, and cut long-term costs.
Governor Radda’s government says the initiative will serve as a model for decentralised power generation, demonstrating how clean energy can drive energy security, environmental protection, economic competitiveness, and improved quality of life.
Under the plan, solar+BESS systems will be deployed to Ajiwa, Zobe, and Funtua Water Works; Umaru Musa Yar’adua University; General Amadi Rimi Orthopaedic Hospital; Hassan Usman Katsina Polytechnic; the State House of Assembly; Turai Yar’adua Maternity Hospital; the State High Court; Isah Kaita College of Education; and the Booster Station.
These institutions will gain access to uninterrupted, cost-effective, and environmentally friendly electricity, improving the efficiency of critical services such as water supply, healthcare, education, and governance.
A key highlight is the revival of the 10MW Lambar Rimi Wind Farm, now set to include an additional 10MWp of solar capacity. The facility will be fully owned by the state government, with operations and power purchase agreements managed through a Special Purpose Vehicle.
The project’s N19.89bn budget is based on globally competitive pricing for solar panels, hybrid inverters, and battery systems to ensure high performance, durability, and value for money.
“This is a decisive step towards a brighter, more sustainable future for Katsina State,” Dr. Hafiz said. “Under Governor Radda’s visionary leadership, we are not only improving public services but also setting the pace for environmental responsibility and economic resilience.”
Work will begin immediately, with phased installations to allow priority institutions to benefit early. The administration has pledged to ensure that every kobo delivers measurable, lasting impact for the people of Katsina State.
