St. Paul City Hall, a 20-story tower built nearly a century ago, has been included on a list of the 100 “ugliest” public buildings in the country.
The list was compiled using the results of a survey of more than 3,000 people by the New Jersey Real Estate Network. More than half of the top 30 entries are courthouses and judicial centers, but libraries, auditoriums and city halls made appearances too.
“These aren’t tourist sites or architectural darlings. They’re everyday buildings people interact with when paying a bill, contesting a fine or renewing a license,” the network said in its rankings. “They’re workhorses, not showpieces. But as this survey makes clear, design still matters to residents.”

St. Paul City Hall ranks among country’s ‘ugliest’ buildings, survey says
St. Paul City Hall is ranked 61st on the list. The structure was built between 1930 and 1932. It has a three-story base that builds to a central tower “accentuated by thin vertical lines of dark windows and connecting spandrels, which give the building a soaring appearance,” according to the city’s website. It also features a series of stone reliefs carved near the entrances.
The building, which also houses the Ramsey County Courthouse, was primarily built with Indiana limestone and Wisconsin Rosetta black granite, the city’s website says. The building was renovated in 1993, when basement concourse-level exhibit space, meeting rooms and a commons area were added.
