Jennifer Mascott, a law professor serving in former President Donald Trump’s White House Counsel’s Office, has moved one step closer to a seat on the U.S. Court of Appeals for the Third Circuit. The federal appeals court hears cases from Delaware, New Jersey and Pennsylvania.
The Third Circuit holds particular significance for Delaware, whose federal trial court is a national venue for corporate and bankruptcy litigation.
Mascott, a Maryland resident, is not admitted to practice law in Delaware. She stated she is admitted to the bar of the Third Circuit, owns a home near a Delaware beach, and plans to become a part of Delaware’s legal community. Her nomination goes to the full Senate for consideration.

Mascott has an extensive background in conservative legal circles. She previously clerked for U.S. Supreme Court Justice Clarence Thomas and for Justice Brett M. Kavanaugh when he served on the D.C. Circuit. She has testified before both chambers of Congress and spoken at events hosted by the Heritage Foundation and the Federalist Society — two influential right-leaning legal organizations.
Prior to her White House appointment, Mascott was a faculty member at the Catholic University of America’s Columbus School of Law. She took a leave of absence earlier this year to join Trump’s legal team.
